Where We're Headed

Flourish Beaver County has adopted a bold three-year framework to expand our countywide ecosystem, deepen district partnerships, and create clear pathways to prosperity for every student.

Founded in 2022, Flourish Beaver County is a groundbreaking non-profit designed to do what no single entity has done before in this region: function as a convener, connector, and catalyst for educational transformation. We emerged from the dedicated work begun in 2017 by the Beaver County Partnership (BCP) to combat population decline and educational disparities. After securing local and state grants and conducting extensive research with Fourth Economy, Johns Hopkins University and Community Catalyst Partners, BCP evolved into Flourish Beaver County, appointing its first full-time CEO in 2024

Our Mission

To catalyze and steward a countywide ecosystem that maximizes inclusive education-to-workforce pathways for all young people in Beaver County.

Our Vision

A thriving Beaver County where school districts, higher education, employers, and community providers collaborate as one ecosystem so every K–12 student, in every zip code, has access to exceptional academic, career, and wellness opportunities.

Our Values

Connect

We reduce barriers by connecting students and families with the right supports and opportunities at the right time.

Collaborate

We bring school districts and partners to one table to align goals, share ownership, and coordinate efforts so we can scale what works and avoid duplication.

Create

We create new pathways and shared solutions where gaps exist, building more equitable access to education and career opportunities that strengthen economic mobility and the region’s future.

Our Strategic Priorities

DISTRICT PARTNERSHIP

14 District Partnership Ecosystem

Goal by 2029: Expand from eight to all 14 Beaver County public school districts as formal partners, each with a designated liaison, participation in at least two countywide initiatives annually, and shared accountability metrics.

YEAR-BY-YEAR MILESTONES
• YEAR 1

Grow from 8 to 10 partner districts. Define and adopt the “meaningful participation” standard countywide.

• YEAR 2

Grow to 13 districts. Launch District Liaison Council and standardize shared planning cadence.

• YEAR 3

Reach all 14 districts. Establish a durable, standing collaborative structure with shared ownership.

STUDENT PATHWAYS

Pathways to Prosperity Continuum

Goal by 2029: Coordinate an annual countywide “Pathways to Prosperity” continuum that includes four anchor events covering career exploration, FAFSA awareness, college application support, and trades/apprenticeship, engaging 60% of 11th-grade students in partner districts.

• YEAR 1

Launch the four anchor events. Implement consistent “next steps” navigation so students leave every event with a clear plan.

• YEAR 2

Expand reach across more districts. Deepen partner commitments and increase documented next-step completion.

• YEAR 3

Institutionalize a countywide pathway ecosystem with durable partner participation and predictable planning cycles.

ORGANIZATIONAL HEALTH

Capacity and Sustainability Build

Goal by 2029: Build the internal capacity to sustain and scale Flourish’s convener role, adding key staff support, implementing core operating infrastructure, and diversifying revenue through multi-year commitments and a strengthened stewardship program.

• YEAR 1

Formalize backbone operating model. Add part-time program/operations support. Implement core systems and a KPI scorecard.

• YEAR 2

Strengthen systems and delegation. Formalize volunteer leadership. Increase multi-year funding commitments.

• YEAR 3

Operating systems fully embedded. Funding base diversified and stable. Capacity to sustain all 14-district collaboration.

TRANSPARENCY & LEARNING

Shared Learning and Accountability

Goal by 2029: Operate a countywide shared-learning and accountability cycle, including a public dashboard of agreed metrics, a recurring educator/district learning forum, annual community listening, and resource mapping to reduce duplication and increase equitable access.

• YEAR 1

Define shared metrics and a countywide learning cadence. Begin resource mapping. Launch at least one shared-learning convening.

• YEAR 2

Publish a first public transparency report and dashboard. Complete Promise-style scholarship feasibility phase.

• YEAR 3

Shared learning and accountability are routine countywide. Evidence is used to scale what works across all districts.
